asked the Minister for Tourism, Fisheries and Forestry the protective measures which have been taken to prevent the introduction of spruce bark beetle to this country; and if he will make a statement on the matter.

The following protective measures have been taken to prevent the introduction of the spruce bark beetle to this country:

—strict prohibition on the importation of coniferous timber with bark attached and of Christmas trees exceeding three metres in height;

—a requirement that all imported timber and coniferous material be accompanied by a certificate to the effect that the material is free from this and other pests;

—periodic surveys of forest areas, especially in the vicinity of seaports and a contingency plan to cope with any reported infestation; and —on-going liaison with the Department of Agriculture, as well as regular contacts with forest authorities in Britain and Northern Ireland, in relation to plant health matters.

Is the Minister satisfied that the efforts which are being made are being successful in ensuring that these diseases are not carried in here? Is he not concerned about recent indications that some very dangerous diseases have been introduced into this country? Would he not consider that the steps being taken at present are not adequate to deal with the situation?

I am satisfied that the regulations already in operation by the Department are satisfactory. Of course, regulations might not always be as satisfactory as one would wish, but the regulations which are in operation at the moment are satisfactory. We are keeping an eye on the situation.

Can the Minister say if he has raised this issue with the EC Standing Committee on Plant Health and if the Community is taking any action to deal with the situation?

Yes, the Community is taking some action. A poster campaign aimed at educating the public as to the dangers of the spruce bark beetle is in the course of preparation. This poster describes the insect and is accompanied by a photograph of it. This campaign will be mainly concentrated on points of entry into the country, particularly the sea ports. Caravans, in particular, are regarded as a potentially high risk vehicle for the introduction of this pest. The Department are taking all the steps that are necessary.
