asked the Minister for the Environment if he will outline details of the system as to how polling cards are sent to houses; if he is satisfied with this system; and if he will make a statement on the matter.

The electoral law requires that a polling card be sent to each elector informing him of his number on the register of electors, the date of the poll and the location of his polling station. In fulfilling this necessary and limited function, the polling card is quite effective. However, misunderstanding can arise from the tendency on the part of some, including apparently some of those who man polling stations, to regard the polling card as a form of identity card, which, of course, it is not. I am giving consideration to this matter in conjunction with a number of other aspects of polling arrangements.
