asked the Minister for Education if he will give details of the implementation of his policy on Youth Affairs to date, as outlined in the Policy Document in Partnership with Youth; and if he will give a breakdown of the expenditure on the implementation of this policy.

The National Youth Policy "In Partnership With Youth" is being implemented on a phased basis. As part of the policy, responsibility for youth affairs and appropriate staff has been transferred from the Department of Labour to my Department. The pivotal structure for implementing the policy, the national youth service with a nationwide framework of local youth service boards, is being put in place. I have given approval for the establishment of 15ad hoc local youth service boards in 1986. The remaining boards will be established in 1987. Consistent with their primary role in the delivery of youth services within the national youth service, grants to youth organisations have been increased by £65,000 in 1986. These increased funds allow for the employment of additional youth workers and the expansion and development of programmes for young people. I have also provided additional funds for increased in-service training of youth workers, for programme development and for the establishment of a youth exchange bureau as proposed in the policy. Total expenditure for 1986 on the national youth service is estimated as £5,439,800. The breakdown of this is as follows:—
