asked the Minister for the Public Service arising out of the reply to a Parliamentary Question dated November 5 1986, if it is necessary for all semi-State boards to refer Labour Court recommendations to his Department or to the Department which finances that semi-State board for approval to accept an award; and if his Department or the financing Department of any State board can refuse to have an award implemented.

State-sponsored bodies are not required to refer Labour Court recommendations to their parent Departments, or to the Department of the Public Service, for approval. It is a matter for the bodies themselves to decide whether they should accept and implement such recommendations. In the event of their deciding not to implement Labour Court recommendations, the matter is one entirely for themselves. In the event of acceptance it is necessary for the body concerned to ensure that implementation is in accordance with relevant Government policy or guidelines on matters of pay and conditions.
