asked the Minister for Agriculture and Food if, in view of the national milk quota not being reached this year the milk quota restriction will be lifted in the case of a person (details supplied) in County Cork who received approval for a farm modernisation grant but does not now qualify as he is in excess of the milk quota; and if he will make a statement on the matter.

The restrictions on dairy investment aid apply at individual applicant level; such restrictions must be adhered to regardless of whether the aggregate milk production is within the national quota.

The person concerned received approval on 5 September 1986 for on-farm development under the farm improvement programme. Grant aid to dairy farmers under the programme is payable only where an applicant's permanent milk quota is respected. Payment of a grant to the person concerned can be considered, therefore, only on receipt of evidence that his milk production for the year ended 31 March 1987 was within the permanent milk quota allocated to him.
