asked the Minister for the Marine if he will honour the commitment given in 1986 by the last Government to provide for a new pier and harbour development at Clogher Head in County Louth; the progress which has been made on the matter; if he is aware of the urgent need to proceed with this important project; if finance will be made available in the 1987 Capital Programme; and if he will make a statement on the matter.

The development of Clogher Head as a fishery harbour is on the priority list of harbour development works of my Department. The present position is that a feasibility study of the project has been completed by the Louth County Council's consultant engineers. This study has recently been received in my Department where it is being examined with a view to settling a final plan. Before a decision can be taken, the plan will have to be costed and economically appraised. As it will be some considerable time before work on this project could commence, provision has not been made for it in the 1987 Capital Programme.
