asked the Minister for Finance the systematic procedures, if any, there are to remove excess staff from posts which are no longer needed within his Department; the procedures, if any, by which other Departments report staff excesses to his Department; if not, whether he intends to introduce such procedures; and if he will make a statement on the matter.

As regards my own Department, staff complement and allocation are kept under review by the Department's management committee by reference to changing priorities, policies and workload. Any surplus staff identified are redeployed elsewhere. Regarding other Departments the identification of staff surplus possibilities emerges from the control mechanisms operated centrally by my Department in relation to civil service numbers.
