asked the Minister for Agriculture and Food the reason the milk quota of a person (details supplied) in County Waterford has been curtailed; if he will have the case investigated: and if he will make a statement on the matter.

As the person indicated did not deliver milk in 1983 he was not, under Community rules, entitled to a basic quota. However, he was allocated a quota of 5,648 gallons from the national reserve for new entrants which was set up in July 1985. He would also, of course, qualify on a priority basis for an allocation from the flexi-milk available within his co-op. Furthermore if the Community restructuring scheme which I have been pressing for is, as I expect, introduced later this year he will be among the special categories of producers eligible to buy additional quotas on a permanent basis.
