Applications for the £5,000 surrender grant are dealt with by the relevant local authority up to the stage of certification for payment. The appropriate certificate has not been received in the Department in this case. A person who had not applied by 27 March 1987, may now qualify for the grant only if he can satisfy the authority that, by that date he had entered into a legally binding and irrevocable commitment on foot of a legitimate expectation of receiving the grant.
