asked the Minister for Education the powers and responsibilities of boards of management of vocational schools in such areas as deciding upon the school's education programmes, the appointment and dismissal of teaching and non-teaching staff, the promotion of teachers, industrial relations matters, the use of school facilities for community purposes, the organisation of fund-raising and other matters; and the composition of such boards of management, in particular, the provision there is for having two parent representatives on boards as is the case in secondary and community schools.

In a letter dated 15 July 1974, my Department encouraged vocational education committees to set up a board of management for each school in their areas.

The board of management of a vocational school is generally comprised of four members of the vocational education committee concerned and two parent representatives.

The board would have responsibility for the general management of the school, subject to the Department's regulations. It should ensure, as far as possible, that the school is adequately maintained and should report any deficiencies to the vocational education committee. It should also ensure that classes are held on time and in accordance with the timetable. The board would determine the uses for community purposes of the school building or grounds at times which would not affect school work. The board should also submit financial estimates for the school in such form as the committee may require. It should have responsibility for petty cash disbursements or it may delegate this responsibility to the school principal.
