asked the Minister for Foreign Affairs if Ireland is assisting in any way to breach US sanctions against South Africa by allowing South African citizens to land in Ireland en route to the USA, and if he will make a statement on the matter.

The fact that a South African citizen lands in Ireland has no bearing on his or her admissibility to the USA. That country continues to operate its own machinery to control immigration. Similarly, Ireland has its own procedures to control immigration here.
