asked the Minister for Energy the plans, if any, he has to take action against those people responsible for polluting the River Tolka, County Dublin who have thereby endangered wildlife in general and caused hardship in particular to the swans on the river.

There was an oil pollution incident on the River Tolka at the end of October 1986 and it is presumed that the question refers to this.

Protection of fish bearing waters from pollution is the responsibility of the regional fisheries boards and the relevant board — the Eastern Regional Fisheries Board — has instituted proceedings in this case.
