asked the Minister for Finance whether it remains the case that vacancies in the civil and public service created by the grant of special leave of absence and/or career breaks to employees undertaking approved service in developing countries constitute fillable vacancies; and if he will make a statement on the matter.

The filling of any vacancy, however arising, is subject to the approval of the Minister for Finance. Every vacancy is considered on its merits but budgetary considerations dictate that only very few will be filled in the current year.
