asked the Minister for Social Welfare when an invalidity pension will be paid to a person (details supplied) in County Wexford.

The person concerned has been awarded invalidity pension from 5 February 1987. A pension order book payable from 30 July 1987 will be issued shortly to the designated post office of payment. Arrears in respect of the period from 5 February 1987 to 29 July 1987, less the amount of disability benefit paid during that period, will be paid by payable order.

asked the Minister for Social Welfare the reason for the delay in approving free telephone rental for a person (details supplied) in County Kilkenny.

In order to qualify for a free telephone rental allowance a person must be living entirely alone or only with children under 15 years of age or other persons who are so permanently incapacitated as to be unable to summon aid in an emergency.

The person referred to in the Deputy's question is residing with her son who is not, from the information furnished, a permanently incapacitated person as required by this scheme.

Accordingly, a free telephone rental allowance cannot be approved in this case. The applicant was notified to this effect on 24 February, 1987. If the person referred to is dissatisfied with this decision it is open to her to submit further medical evidence in support of her claim. On receipt of such further medical evidence in the Department her application will be examined again and she will be notified of the outcome.
