asked the Minister for the Environment (i) the reason he has not appointed the membership of the building societies consultative council; (ii) when he intends to do so; and (iii) whether he intends to have the mortgage holder represented on such a council.

I considered the working party whom I have established, and to whom I referred in my reply to the Deputy's Question No. 110 of 16 June 1987, to be the most appropriate means of initiating consultation on a comprehensive review of building society legislation. The question of appointing the building societies consultative council will be considered when the parameters for the nature and scope of future building society activity have been set out in legislation. Section 8 of the Building Societies (Amendment) Act, 1986 does not require representation from mortgage holders but, in my opinion, consumer interests should be adequately represented on the council when they are established.
