asked the Minister for Education if it is no longer the case in light of Labour Court Recommendation No. 10,395 regarding part-time teachers that the rates of payment of part-time teachers are a matter for determination through the teachers' conciliation council; her views on whether the question of the rates of pay and questions regarding incremental credit, superannuation arrangements, teachers' qualifications, teachers' hours, teachers' sick leave and other conditions of employment, should be matters for discussion between the representative bodies of teachers and managers involved in all sectors of post-primary education in the light of claims made on behalf of all post-primary teachers; and if she will make a statement on the matter.

The rates of payment of part-time teachers have not been a matter for the conciliation council. The teachers' conciliation and arbitration scheme covers whole-time teachers only and, accordingly, claims on behalf of part-time teachers are not appropriate for discussion at the conciliation council.

Labour Court Recommendation No. 10,395 relates to a claim lodged by the Teachers Union of Ireland on behalf of their members employed by City of Dublin VEC on a part-time basis. Discussions are continuing at the Labour Court concerning this recommendation.

In view of the ongoing discussions on the claim it would not be appropriate for me to make any statement in the matter.
