The appointments were made under Excluding Orders made by the Civil Service Commissioners under the Civil Service Commissioners Act, 1956 except in the case of the part time appointments which do not require such Orders. The contracts provide for all appointments to terminate not later than the date on which the Minister or Ministers of State cease to hold office.

The table beneath sets out details of the numbers, ranks and salary scales of the staff employed in the Ministers' offices. Staff are not formally divided into separate constituency and private offices and, in practice, carry out duties appropriate to both offices as the need arises. The situation varies from day to day in each office; the following are, however, the normal equivalent full time staffing levels:
