The terms of sale notified to tenants by local authorities under the 1987 tenant purchase scheme will continue to apply to houses purchased under that scheme. Under the scheme the gross price of houses is the updated construction cost or the market value, whichever is the lesser. I have no plans to change this particular aspect of the scheme.
