asked the Minister for Finance if profit-making State companies should, in principle, be free of direct Government controls on the pay levels of executives and of employees generally; and if he will make a statement on the matter.

The direct and spin-off effects of pay movements in any area of the public sector, no matter what its standard of performance, can be such that I could not envisage any public sector organisation being totally free of central direction or control in relation to the determination of pay.
