asked the Minister for Finance the reason an appointment has not been made to the position of Higher Officer (Customs and Excise) from the panel formed to fill an internal vacancy in June of this year; if the vacancy is to be filled; and if so, when.

Preliminary interviews were held by the Revenue Commissioners in June 1987 to determine the suitability of applicants for the position of Higher Officers (Customs and Excise) and to form a panel from which a final selection would be made at a subsequent interview to be held later in the year. Arrangements are now being made to call the successful applicants for final interview. Having regard to Government policy in relation to the filling of vacancies in the public sector, the Revenue Commissioners would not be in a position to say if or when any vacancy or vacancies will be filled.

asked the Minister for Justice the reason a replacement has not yet been appointed for the court messenger for Limerick City and County who retired in August; if his attention has been drawn to the difficulty created for plaintiffs who have lodged decrees for collection, particularly because of the danger that defendants who have assets at the present time may have gone out of business by the time a new court messenger is appointed; whether it is undesirable that no orders of any court can now be enforced in Limerick City and County; and the length of time this position is going to continue.

The vacancy was not filled because, as is widely known, there is a policy of non-filling of vacancies in the public service of which the Circuit Court office in Limerick forms a part. I am aware of the problems arising from the non-filling of the vacancy and have under active consideration the possibility of filling it by redeployment.
