asked the Minister for Social Welfare the reason disability benefit has not been paid to a person (details supplied) in County Kilkenny.

The person concerned claimed disability benefit from 31 August 1987.

Payment of benefit has not been authorised however, as according to the available records he has not the required minimum of 39 contributions paid or credited in the 1985-86 contribution year which governs his claim. He has 23 contributions paid and has been asked to supply details of any further contributions he may have had during that period.

asked the Minister for Social Welfare if a person (details supplied) in County Wexford will be given full disability payments up to date; and if so, when.

Disability benefit was issued to the person concerned in respect of the period from 11 April 1987 to 17 October 1987. He informed the Department on 15 October 1987 that he had not received any cheque for the period from 1 October 1987 to 7 October 1987. A replacement cheque was issued to him on 19 October 1987. The original cheque was subsequently returned to the Department uncashed; it had been delivered in error to the wrong address.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Louth; if his attention has been drawn to the serious hardship to the person's family caused as a result; if payment will now be made; and if he will make a statement on the matter.

The person concerned claimed disability benefit from 21 September 1987.

In view of the fact that he had been found capable of work with the same incapacity by a medical referee of the Department on 26 May 1987 and his benefit had been disallowed at that time, it is necessary to have him re-examined before title to benefit can be established.

Arrangements are being made to have him examined by a medical referee on 12 November 1987.

asked the Minister for Social Welfare when disability benefit and arrears of same will be paid to a person (details supplied) in County Wexford.

Under the EC directive on equality with effect from 17 November 1986, a man is no longer entitled to claim an allowance in respect of his wife as adult dependent when she is working and earning in excess of £50 per week. The person concerned has been in receipt of the personal rate of disability benefit since last November together with a temporary payment of £10 per week to compensate for the loss of the adult dependent allowance. His current rate of benefit is now £52.30 per week and there are no arrears due.

asked the Minister for Social Welfare the reason a person (details supplied) in County Limerick has been called for a second medical within four months.

Disability benefit is payable to persons who are incapable of work due to illness. As part of the normal control procedures for the processing of claims, claimants to benefit are subject to examination from time to time by the Department's medical referees. If a medical examiner finds a claimant incapable of work, he will usually recommend a further referral date for examination.

The person concerned was examined on 28 May 1987. The medical referee recommended that a further examination should take place in the near future. The claimant was therefore called again before a medical referee on Friday 30 October 1987 and has again been considered incapable of work. Payment of benefit will continue to the person concerned.

asked the Minister for Social Welfare if he will approve the application made to his Department for a grant from the miscellaneous grants section for a committee (details supplied) in County Kilkenny.

An application under the scheme of grants to voluntary bodies in the social services area has been received from the organisation concerned. The application is at present being processed and as soon as a decision is made the organisation concerned will be notified.

asked the Minister for Social Welfare when an invalidity pension will be paid to a person (details supplied) in County Wexford.

The person concerned has been awarded invalidity pension from 15 January 1987. A pension order book payable from 5 November 1987 was issued to the designated post office of payment on 15 October 1987. Arrears in respect of the period from 15 January 1987 to 4 November 1987, less the amount of disability benefit paid during that period will be paid by payable order.
