asked the Minister for Labour the exact percentage contribution that is received for (1) allowances and (2) other expenditure from the European Social Fund on the following programmes (a) Teamwork (b) social employment scheme (c) employment incentive scheme (d) work experience programme (e) enterprise scheme (f) community training workshops (g) community enterprise programme (h) main line AnCO courses (i) skills foundation (k) apprentice training (l) CERT full time craft course (m) basic craft course; and if he will make a statement on the matter.

The ESF rules determine the level of assistance available from the Fund for programmes eligible for such assistance. In general vocational training programmes are assisted at the rate of 55% of eligible expenditure which includes both allowances and other relevant costs. On the other hand employment related programmes are Fund aided on a capitation basis based on 55% of the premium paid to participants out of Exchequer funds but subject to a maximum set out by the EC Commission from year to year. The present maximum is £29.425 per week. All assistance from the Fund is subject to linear reduction in the event of the combined claims of all member states exceeding the total amount available for distribution from the Fund under any given guideline.

The following are details of the assistance available to the various manpower programmes:

The CEP of the Youth Employment Agency which contains both training and employment modules is ESF aided at the relevant rates for the appropriate parts of the programme.
