asked the Minister for Education if she will give details of the initiatives and consultations which she will undertake to formulate a comprehensive national youth policy in Ireland; and if she will make a statement on the matter.

asked the Minister for Education the Government's intentions concerning the development of a youth policy; and the arrangements for financing the youth services for 1988 and 1989.

asked the Minister for Education to give details of the financial provision to be made available to youth organisations and to other activities related to youth services for expenditure in 1988; and if she will make a statement on the matter.

I propose to take Questions Nos. 18, 21 and 181 together.

The Government is concerned with developing a comprehensive youth policy which will seek to maximise the involvement of volunteers in the provision and delivery of youth services and be costeffective in the use of resources.

I have sought the views of voluntary youth organisations and vocational education committees on the establishment of appropriate guidelines for this policy. Having considered their replies I propose to hold a national conference in early December — the details of this conference will be circulated shortly. It is the intention of the Government that the voluntary youth service will be funded in 1988 from the surplus proceeds of the national lottery. It is not possible for me, at this time, to give the House exact details of that funding.
