I am aware of the short term budgetary problems in the General Agreement on Tariffs and Trade (GATT) caused by arrears of contributions owed by a number of contracting parties. Details of outstanding contributions at 31 October 1987 are outlined in the attached tabular statement prepared by the GATT Secretariat. I am confident that this budgetary problem will be substantially resolved in the near future. Accordingly, I foresee no implications for the progress of the Uruguay round of trade negotiations.
