asked the Minister for Education the reason she has activated a procedure under rule 88 which has not been in use for over ten years, regarding the appointment of permanent assistant teachers, without notifying boards of management in advance; and whether she will make provision for restoration of a teacher in the case of a school (details supplied) in Dublin 24 that will have damaging educational effects in an already deprived area.

I would refer the Deputy to my reply to Question No. 57, of 3 November 1987.

My Department notified the board of management of the school in question that the appointment could not be sanctioned as the rules had not been complied with. It was indicated the Department would be prepared to consider the matter further if exceptional difficulties could be shown to exist in organising the enrolment over the total staff numbers. No appeal has been received in the Department.
