asked the Minister for Energy his views on whether it is appropriate that the sale of electricity from one private user to another requires ESB permission.

One of the conclusions of the report of the inquiry into electricity prices was that there should be seen to be no use of the electricity monopoly to prevent individuals from capitalising on an economic opportunity, where the publicly owned facilities could also benefit. I am in full agreement with this conclusion. However, in order to preserve the integrity of the ESB grid system and for reasons of safety it is appropriate and necessary that the sale of electricity from one private user to another should require ESB permission.
