asked the Minister for the Environment if all factories are examined to see if they adhere to the environmental standards laid down in their planning permission; if he has satisfied himself that county councils responsible for the examination have funds to undertake same; and if not, if he will immediately make these funds available.

Local planning authorities are responsible for seeing to it that developments are carried out in accordance with the terms of planning permissions by using the resources and various enforcement powers available to them. I am satisfied that planning authorities in general are carrying out their responsibilities in this regard and that they have adequate funds for same.
