asked the Minister for Labour the reason Teamwork proposals with a high training element are not eligible for Teamwork; the criteria which are used to decide if a project is essentially training in nature; and if he will make a statement on the matter.

The purpose of the Teamwork scheme is to assist local voluntary non-profit making organisations provide worthwhile temporary community-based employment on projects of a finite nature for the mutual benefit of both the young persons concerned and their community. Eligibility of projects for Teamwork is considered against these criteria.

Projects that are essentially training in nature would not qualify under the Teamwork criteria and would more appropriately be dealt with by the training authorities.

asked the Minister for Labour the reason Teamwork proposals with an element of private gain are not eligible for Teamwork aid; if it can be demonstrated that the benefit to the community of a project outweighs the element of private gain if such a project be eligible for Teamwork aid; and if he will make a statement on the matter.

The purpose of the Teamwork scheme is to assist local voluntary non-profit making organisations to provide worthwhile temporary community-based employment on projects of a finite nature, which would not otherwise be undertaken, for the mutual benefit of both the young persons concerned and their communities. Under these criteria all proposed projects involving private gain are automatically excluded. There are no plans at present to change these criteria.

As the Deputy will be aware, there are other programmes operated by the Manpower authorities designed to promote community enterprise and to assist recruitment in the commercial sector.
