asked the Minister for Labour if in the past sympathetic consideration was given to projects aimed at assisting small industrial undertakings to become established under the temporary grant scheme for youth employment Teamwork; the reasons this policy was changed; when it was changed; and if he will make a statement on the matter.

Under the earlier temporary grant scheme for youth employment, grants were made available mainly to youth and sport organisations to assist them employ young persons on desirable community works of a type which would not otherwise be undertaken. Commercial projects were not eligible. Similarly, they are not eligible under the current Teamwork. As the Deputy will be aware there are a number of other programmes operated by my Department and its agencies designed to promote enterprise.
