As the Deputy is aware, the Government are engaged in a fundamental review of schemes and programmes which has substantial staffing and organisational implications. In view of this, the Deputy will understand that it has not been possible for me to complete the review of the White Paper, Serving the Country Better, referred to in my replies of 28 April 1987 and 29 October 1987 to Deputy Boland.
