asked the Minister for the Environment the ongoing cost in 1988 of (a) the 33 staff and the three regional laboratories which are to be transferred to the local authorities (b) the three staff who are to be transferred to the IPA (c) the work which is to be transferred to the IIRS from An Foras Forbartha (d) the way in which these are to be financed (e) by whom and (f) the contractual cost of the premises, insurance occupied by An Foras Forbartha at present.

The cost in 1988 of the regional laboratories — which are already financed by the local authorities — is estimated at £428,000 including the cost of the 17 staff involved. The cost of the other 16 staff to be transferred to the local authorities (i.e. those engaged on hydrometric data collection) is estimated at £360,000.

Detailed arrangements have yet to be worked out for the transfer or functions and staff to the IPA and IIRS, and for associated financial arrangements. The cost of premises occupied by An Foras Forbartha (including premises at regional locations) is £313,000 annually. This sum includes rents, service charges and insurances.
