Written Answers. - Teamwork Projects.

asked the Minister for Labour if the number of places on any particular Teamwork project is based on a realistic work schedule which can be achieved with the numbers being grant aided; the criteria which are used to decide what is a realistic number of young people for any particular project; and if he will make a statement on the matter.

It is a condition of the Teamwork scheme that a detailed work schedule for all proposed participants on a project should be submitted. This schedule is examined by officers of the National Manpower Service who satisfy themselves that the work proposed will provide worth-while experience for the young people involved. On-going monitoring of projects is also undertaken.

asked the Minister for Labour if he will list organisations which received grant aid for supervision for Teamwork projects employing four or fewer in 1985, 1986 and 1987; and if he will make a statement on the matter.

This information sought by the Deputy is not readily available and would take an inordinate amount of time to compile.

95.

asked the Minister for Labour if Teamwork sponsors are responsible for training, supervision, health and safety of participants; if they ensure that the young people work the prescribed hours; the way in which he sees these responsibilities being met in the absence of grant aided supervision; and if he will make a statement on the matter.

Teamwork sponsors have to meet all the normal responsibilities placed on employers. Grants towards the employment of full time supervisors are available in the case of projects employing five or more persons. In the case of other projects the sponsoring organisation is required to satisfy the National Manpower Service that adequate supervision will be provided from within the organisation.

asked the Minister for Labour if his attention has been drawn to the fact that a report on the Community Programme of the UK Manpower Commission entitled Value for Money in Community Programme refers to the need for additional training for supervisors in motivating, teaching and handling the personal problems of the longterm unemployed; his views on whether similar training is needed on the comparative Irish programmes Teamwork and the social employment scheme; and if he will make a statement on the matter.

asked the Minister for Labour the reason his Department provides no training for Teamwork supervisors or young people on Teamwork, if he has any plans to introduce formal training to Teamwork; and if he will make a statement on the matter.

I propose to take Questions Nos. 96 and 97 together. While there is no formal training element in the social employment or Teamwork schemes a substantial amount of on the job training takes place. The future development and enhancement of these and other labour market measures will no doubt be one of the issues to be considered by FÁS.
