asked the Minister for Education with reference to the Government directive that Vacancies occurring in the public service may not be filled, if she will consider exempting the position of child care assistant in special schools for physically and mentally handicapped children, having regard to the fact that the implementation of the directive may result in schools not being in a position to provide essential services to many pupils.
