asked the Minister for Industry and Commerce the present position regarding legislation on urgently reorientating our export effort, promised by him in his response to Parliamentary Question No. 20 of 21 May 1987.

In my response to Parliamentary Question No. 20 of 21 May 1987 I referred to my intention to specify, by legislation, revised policy guidelines for CTT requiring it to concentrate on strategic marketing by indigenous exporting firms.

On reconsideration I decided that the costly process of legislation was not really necessary. Instead I have issued, in September 1987, a series of new policy guidelines to the Chairman and Board of CTT including a requirement that it direct its activities towards addressing the marketing weakness of indigenous industry. The board of CTT has responded positively and is taking steps to target its programmes at the indigenous sector in 1988. I will await the outcome of these efforts before considering whether further legislative action is, in fact, required.
