asked the Minister for the Environment if he will sanction local authorities to grant a second charge on mortgages where a house has been purchased with the aid of a local authority loan, where there is a genuine case of necessity and/or hardship and where essential works need to be carried out.

Under section 8 (2) (d) of the Housing (Miscellaneous Provisions) Act, 1979 the repayment of a house improvement loan advanced by a housing authority may be secured by means of an instrument of further charge.
