asked the Minister for the Environment if his attention has been drawn to the fact that Sligo County Council had been unable to proceed with the building of many of the S.I. cottages planned for 1987 because of the failure of his Department to provide the necessary finance, and that this has resulted in several families waiting on these cottages living in unacceptable accommodation; when money will be notified to Sligo County Council to enable work to start again on S.I. cottages; and if the allocation to the council will take into account the backlog that has now arisen.

The annual capital allocations to housing authorities, including Sligo County Council, to finance individual housing construction programmes are determined on the basis of relative need and the capital funds available nationally. The capital allocation provided to Sligo County Council in 1987 was fully expended and it was not possible to issue sanction for any further new starts. I will not be in a position to indicate for 1988 what funds will be available to individual authorities to finance their housing programme until the 1988 capital claims, from each authority, are examined in my Department.
