asked the Minister for Social Welfare if social insurance on the self-employed will be levied on income to the self-employed which is tied up in increases in stocks and working capital, and not actually available for spending to the self-employed personally at the time when liability for the social insurance contribution arises.

The income base on which contributions will be payable under the proposed new arrangements of social insurance for the self-employed is at present being finalised. Details will be set out in the forthcoming Social Welfare Bill.
