asked the Minister for Agriculture and Food if his attention has been drawn to the anxiety and hardship being caused by his Department's insistence that only a small percentage of each milk quota can be leased if all necessary legal documents have not been in order for the entire milk lease year in question; if his attention has further been drawn to the fact that in the vast majority of such cases no fault could be levelled against either the farmer leasing or purchasing the quota; and in the circumstances, if he will agree to allow full quota transfer if each application was in order by 31 March 1988.

The provision that the necessary legal documents etc. must be furnished to the "receiving" co-op or dairy within six weeks of the date of the lease is designed to prevent the possibility of back-dated agreements having the effect of substantially reducing at the end of the super-levy year, the pool of fleximilk available within a co-op or dairy.

I am satisfied that this provision, which was agreed with the various organisations in the industry beforehand, continues to be necessary.
