asked the Minister for the Environment if he will give details of the regulations that he has made to date under the Air Pollution Act, 1987; and in particular, if he will describe the basis of the regulations he has made or itends to make in relation to (a) emission limit values for particular pollutants, (b) air quality standards, (c) charges to apply to polluters and (d) monitoring techniques.

I have already made regulations entitled the Air Pollution Act, 1987, (Air Quality Standards) Regulations, 1987 (S.I. No. 244 of 1987) under section 50 of the Air Pollution Act, 1987 prescribing air quality standards for smoke, sulphur dioxide, lead and nitrogen dioxide. As regards monitoring, I have issued a direction under section 54 of the Act in October, 1987 requiring certain local authorities to carry out and report on air pollution monitoring from specified locations.

I intend to make regulations later this year under section 51 of the Act specifying emission limit values nationally for asbestos emissions and for the burning of waste oils, as required by relevant EC directives. I have no immediate proposal to make regulations under section 22 in relation to charges for emissions.
