asked the Minister for Social Welfare if an invalidity pension is payable to a person (details supplied) in County Kildare who is permanently incapable of work; and if he will make a statement on the matter.

One of the contribution conditions for invalidity pension is that a claimant must have qualifying contributions in respect of not less than 156 contribution weeks of insurable employment since his entry into insurance.

According to the Department's records there are only 21 such weeks of insurable employment registered in respect of the person concerned. Therefore, he is not entitled to invalidity pension.

The person concerned is not eligible for disability benefit either as he does not satisfy the contributions for that benefit.

Contributions were paid by him in respect of the period from 1969 to 1979 but as he was self-employed during this time these contributions were deemed not insurably paid under the Social Welfare Acts.
