Written Answers. - Measures Against South Africa.

asked the Minister for Foreign Affairs if he will take an initiative within the framework of European Political Co-operation to call for the progressive disinvestment of Community Member States from the Republic of South Africa in order to bring about economic pressure on the Government of that State to change its morally offensive practice of apartheid; and if he will make a statement on the matter.

Among the common measures against South Africa taken by the Twelve are a ban on new investment in South Africa and a revision and expansion of the European Code of Conduct for European firms with subsidiaries in South Africa. The aim of the first is to apply pressure on the South African Government, the aim of the second is to effect practical improvements in the living standards and conditions of those South Africans of all races employed by European firms in South Africa.

While I will continue to press for the strengthening of the Twelve's common measures against South Africa by the addition of items such as a ban on coal imports and a ban on imports of fruit and vegetables from South Africa, I have no plans to call for progressive disinvestment from South Africa at this time.
