asked the Minister for Agriculture and Food the reason for the delay in paying 52 calf premia, 23 cattle premia and cattle headage grants to a person (details supplied) in County Waterford.

A field staff vacancy in the Waterford area has caused some delays in processing headage payments. The person named, however, will be paid his 1987 calf premium, suckler cow, beef cow and EC special beef premium schemes grants shortly.

asked the Minister for Agriculture and Food if he will arrange immediate payment of a western drainage grant to a person (details supplied) in County Clare.

A claim under the farm improvement programme for payment of a land drainage grant has been received and will be paid as soon as practicable. All claims under the programme are dealt with strictly in order of receipt. Payments are being phased in such a way as to ensure adherence to the amount provided in the Vote. Consequently, there is some delay in making grant payments.

asked the Minister for Agriculture and Food if he will arrange payment of a farm development grant to a person (details supplied) in County Clare.

Two claims totalling £1,346 for payment of farm buildings and land improvement grants under the farm improvement programme have been received and will be paid as soon as practicable. All claims under the programme are dealt with strictly in order of receipt. Payments are being phased in such a way as to ensure adherence to the amount provided in the Vote. Consequently, there is some delay in making grant payments.

asked the Minister for Agriculture and Food when a farm installation grant will be paid to a person (details supplied) in County Kerry.

The processing of the application in this case has been completed and the applicant has been deemed eligible to participate in the scheme. Payment of the premium will be made as soon as practicable and I will inform the Deputy at the appropriate time.

All premia are paid strictly in the order in which eligibility is established. Payments are being phased in such a way as to ensure adherence to the amount provided in the Vote. Consequently, there is some delay in payments of the premia.

The application cannot be further processed until certain information, which has been requested from the applicant, has been supplied.

Under the original scheme of installation aid for young farmers, which was terminated on 31 March, 1987, an applicant had to meet certain requirements in relation to skill and competence at the time of installation on the farm. In this case, the applicant did not possess the required qualifications at the time of installation and was consequently deemed ineligible.

As announced in the budget, installation aid for young farmers is being reintroduced. Details of the new arrangements are being drawn up as a matter of urgency and, following clearance by the EC Commission, will be announced as soon as possible. Pending that announcement, it is not possible to assess the eligibility of the person mentioned under the revised scheme.
