asked the Minister for the Environment (a) if he has satisfied himself with the response to the package of incentives offered under the designated areas scheme in Cork city (b) the number of additional jobs which have already been created as a result of the designated areas scheme in Cork and (c) if he has satisfied himself that the areas selected for designation are the areas most suitable for the generation of long-term sustainable jobs in the manufacturing and service industries; and if he will make a statement on the matter.

The aim of the designated areas scheme for urban renewal is to promote the development of run-down urban areas. For this purpose 99 acres were designated in Cork city comprising 81 acres close to the city centre and 18 acres in Blackpool.

I am satisfied that the areas are in need of renewal and offer good prospects for redevelopment. Since the commencement of the scheme, a number of developments have taken place in the designated areas in Cork, though not on as large a scale as in some other centres. My Department and I are monitoring the progress of the scheme and will take whatever measures are possible to improve its effectiveness. In this connection I would refer the Deputy to the taxation changes proposed in the budget including the reintroduction of section 23 type allowances and the changes in capital allowances which will leave the designated areas with a further advantage over other areas. I have no information regarding the amount of employment created by the urban renewal scheme in Cork.

Would the Minister consider extending these designated areas to certain seasides which have become very run down during the past number of years?

I am sorry Deputy but the question is specific to Cork city and I cannot allow an extension. If you wish to raise questions about other areas you may do so at another time.
