asked the Minister for the Environment if any duplicate ballot paper has been issued under section 49 (2) and section 51 (2) of the Seanad Electoral (Panel Members) Act, 1947, since the introduction of this Act; and if he has satisfied himself that the confidentiality of the Seanad general election is not being breached by the issuing of such duplicate ballot papers.

I understand from the Clerk of the Seanad, who is the Seanad returning officer, that only one duplicate set of ballot papers issued since the enactment of the Seanad Electoral (Panel Members) Act, 1947.

The purpose of the provisions referred to is to ensure that a Seanad elector does not lose his vote and that, at the same time, adequate safeguards are provided against the possibility of abuse.

I am not aware that the issuing of duplicate papers would infringe the secrecy of the ballot.
