asked the Minister for Health if his attention has been drawn to the fact that the Dublin City Coroner has stated that there is a need for legislation to regulate organ transplants; and if he will make a statement on the matter.

I am well aware of the Dublin City Coroner's views in this regard. However, I am not convinced that the introduction of legislation would result in an improvement in the availability of organs for transplant purposes. Some countries in Europe such as Finland, the Netherlands and Turkey have introduced specific legislation while others have decided to rely on voluntary codes of practice. The Deputy will be aware that at a recent meeting, Health Ministers from member countries of the Council of Europe agreed common guidelines for organ transplantation. I am satisfied that the present approach by those involved here is working satisfactorily and the rights of donors and relatives are protected. The need for legislation is, however, something which I will keep under regular review.
