asked the Taoiseach the number of positions in his Departments vacant as a result of the restriction on promotions within the Civil Service; and if it is envisaged that any or all of these will be filled within the foreseeable future.

The number of positions, in promotional grades, vacant since 27 March, 1987, in my Departments is 23. Generally it is not proposed to fill these vacancies because of the current state of the public finances but some posts may exceptionally be filled by redeployment or otherwise as cost and other considerations permit.

asked the Minister for Foreign Affairs the number of positions in his Department vacant as a result of the restriction on promotions within the Civil Service; and if it is envisaged that any or all of these will be filled within the foreseeable future.

Apart from those vacancies arising from the implementation of the scheme for voluntary redundancy and early retirement, and the staff levies to other Government Departments, 26 posts in all grades in my Department are currently vacant. Discussions are taking place between my Department and the Department of Finance regarding the filling of some of these vacancies.
