asked the Minister for Finance the percentage of the total amounts due of (a) VAT (b) PRSI and (c) PAYE outstanding for the years 1980 to 1987 inclusive; and the number of firms who have not submitted returns.

The most recent statistics available in regard to outstanding Value-Added Tax, PRSI and PAYE are those compiled for inclusion in the report of the Comptroller and Auditor General for the year 1986 a copy of which is available in the library. They relate to the position as at 31 May, 1987 and cover in respect of VAT all years up to and including 1986 and in respect of both PRSI and PAYE all years up to and including 1985/86. The figures presented for tax outstanding are merely accounting figures and indicate the volume of work in hands at the various stages of the assessment and collection process. They do not represent amounts of tax due for payment at 31 May 1987. In each case an estimate is provided of tax likely to be collected when all the processes provided under the law to determine appeals and secure payment of tax has been completed.

Value-Added Tax

As at 31 May, 1987 the estimate of the amount outstanding which was likely to be collected was £185 million. Since then £64 million of this amount has been paid. The sum of £121 million remains to be collected which is 1.26 per cent of the total amount collected or likely to be collected ultimately in respect of the years covered in the report mentioned above.

PRSI

As at 31 May, 1987 the estimate of the amount outstanding which was likely to be collected was £46.7 million. Since then £14.5 million of this amount has been paid. The sum of £32.2 million remains to be collected which is 0.59 per cent of the total amount collected or likely to be collected ultimately in respect of the years covered in the report referred to above.

PAYE

As at 31 May, 1987 the estimate of the amount outstanding which was likely to be collected was £37.9 million. Since then £10.6 million has been paid. The sum of £27.3 million remains to be collected which is 0.24 per cent of the total amount collected or likely to be collected ultimately in respect of the years covered in the report mentioned above.

Statistics are not compiled in such a way as to enable the number of firms who have not submitted returns for the years in question to be given.
