Written Answers. - Tenant Purchase Scheme.

asked the Minister for the Environment if, in a case (details supplied) in Dublin 22 he will grant a concession in the purchase price to the person who has been repaying £38.54 per week for the past 28 months, in view of the fact that his neighbours purchasing under the new scheme will pay less, bearing in mind the precedent of the 1974 scheme when a concession was granted by the Fine Gael-Labour Government to earlier tenant purchasers; and if he will make a statement on the matter.

asked the Minister for the Environment if his attention has been drawn to a case (details supplied) in Dublin 22 whereby a person who became a tenant purchaser two years ago and is making repayments of £29.83 per week and is in a situation where her neighbours will be purchasing later and paying less; and, bearing in mind the precedent when the 1974 tenant purchase scheme was introduced, if he will give a similar concession to existing tenant purchasers whose terms of purchase are less favourable than the recently announced scheme; and if he will make a statement on the matter.

asked the Minister for the Environment if, in view of the facts of a case (details supplied) in Dublin 22 where a tenant became a tenant purchaser last September and who put her life savings of £5,000 into it and is paying £17 per week repayment, and in view of the fact that under the new tenant purchase scheme her neighbours will be paying less he will grant a concession to this tenant purchaser and others in similar positions; if his attention has been drawn to the precedent for this whereby when the 1974 tenant purchase scheme was introduced by the Fine Gael-Labour Government a concession was granted to earlier purchasers in similar circumstances; and if he will make a statement on the matter.

asked the Minister for the Environment if, in view of the facts of a case (details supplied) in Dublin 22 where persons have been tenant purchasers of their house since 1982 and are now paying £28.85 per week repayments and, in view of the fact that under the newly announced tenant purchase scheme neighbours buying will pay a lot less, he will now grant to earlier purchasers a concession which would give them equal terms to those of tenants now buying; if his attention has been drawn to the precedent when the 1974 tenant purchase scheme was introduced where earlier purchasers were then given a similar concession; and if he will make a statement on the matter.

asked the Minister for the Environment if his attention has been drawn to the facts of a case (details supplied) in Dublin 22 whereby persons became tenant purchasers on their house for a nett price of £14,765 some years ago at a fixed 12½ per cent and paying £36.57 per week repayments and where it is estimated that these persons would be paying £25 a week under the new tenant purchase scheme; and whether he will be making a concession to purchasers who bought in the last few years who are paying significantly higher repayments; if his attention has further been drawn to the precedent for this following the introduction of the 1974 tenant purchase scheme when a similar concession was given to earlier tenant purchasers; and if he will make a statement on the matter.

I propose to take Questions Nos. 71, 72, 73, 74 and 75 together.

I would refer the Deputy to my replies to Questions Nos. 161 on 16 February and 47 on 9 March, 1988. While I am aware that a concession was made in the past, I do not intend to alter the terms on which houses were purchased under previous schemes.
