asked the Minister for the Environment if he will consider granting urban council status to Ballybofey/Stranorlar in County Donegal.

Under existing legislation the first step in obtaining separate local government representation for a town would involve an application for the establishment of town commissioners. No such application has been made in this case. Any new proposal for the establishment of local authority structures would however, more appropriately fall to be considered in the context of the pending reorganisation of local government. The programme which I am currently finalising in this area will deal with the question of local government structures and will update existing legislation. The position of urban areas such as Ballybofey-Stranorlar can most appropriately be considered, therefore, in the overall context of the local government reform programme.
