asked the Minister for Industry and Commerce the number of private consultants who have been engaged by his Department since 10 March, 1987; the reason for their appointment; the terms and conditions of such appointment; the fee liability incurred to date; the fees paid to date; and if he will make a statement on the matter.

Thirty private consultants have been engaged by my Department since 10 March 1987. These assignments would have been on a set fee, or fixed price contract basis, and in certain cases, separate provision would have been made for incidental costs.

The total fee liability incurred to date is £296,039, of which £261,602 has been paid to date.

The consultants were engaged to provide advice of a specialised nature which could not have been provided from internal resources.

My Department have engaged two consultants since 10 March 1987. The assignments related to forestry development and the processing of petroleum seismic data. The fee liability incurred to date on these two projects is £6,791 — this liability has been discharged.

asked the Minister for the Marine the number of private consultants who have been engaged by his Department since 10 March 1987; the reason for their appointment; the terms and conditions of such appointment; the fee liability incurred to date; the fees paid to date; and if he will make a statement on the matter.

Three consultancy contracts have been placed by my Department since 10 March 1987. The purpose is to provide expertise not available in the Department and to advise me on matters concerning the fishing and marine-related industries and on public relations. The terms and conditions of the consultancy contracts are on a temporary part-time basis. At present the maximum fee liability is £2,850 per month although this amount has never been incurred in any month to date. Since 10 March 1987 these consultants have been paid £18,947, less withholding tax.
